This paper considers the structure and implementation process performing Dowa(HumanRights)Education of private high schools in Fukuoka Prefecture. Historically, Dowa Education was mainly implemented to eliminate discrimination against Buraku people, those forced to live outside of mainstream society in separate areas. Presently, Dowa Education and Human RightsEducation include many kinds of human rights' problems. In this paper, I focus on the structure and implementation process rather than the educational aspects regarding this topic.In 1970, the year after the Dowa taisakujigyo-tokubetsusoti law(the Law on Special Measures for Dowa Projects) was passed, the Fukuoka Dowa Educators Association and Fukuoka Buraku Liberation League submitted an open letter to the Fukuoka Private High School Society(presentlycalled Fukuoka Private School Society). It was the impetus in the creation of DowaEducation for private high schools in Fukuoka Prefecture. The Society responded positively to this idea and Dowa Education was formed. In August of the same year, the Society began from a study-meeting that was attended by executives who were managing schools, principals, and also teachers.In 1985, the Study-Meeting for Dowa Education Promoting Teachers in the Society was organized, and this organization put forward not only in quantity, but also quality, of Dowa(Human Rights)Education. Also in 1997, reform of the organization in the Society to improve further its education in the 21st century was done. Related to this, the Study-Meeting of Dowa Education Promoting Teachers was reformed in order to allow this organization's teachers to argue actively.Dowa(Human Rights)Education in private high schools is done to adjust to their own circumstances by Dowa Education Promoting Teachers or Dowa Education Practicing Teachers of each school. The Study-Meeting still puts forward an agenda using the Dowa(Human Rights)Educationphilosophy sincerely and steadily, for the past thirty years ; while carefully considering the identity of private schools and the voluntary side of its education. The previously mentioned ideals, though their content to propel its education are very important, at the same time I think the structure and implementation process of its education is of great importance. Interestingly, though the two ideals have worked positively, on the other hand, they have worked negatively. Advancing Dowa(Human Rights)Education in private schools has contradictions in the basic ideals and in the structure involving the implementation process.
