The aim of this article is to examine the outline of neoliberalism's concept of liberty from a standpoint of egalitarianism. I chiefly argue, first of all, that neoliberalism differs so far from classical and modern liberalism about property theory, communality and equality under the law etc.. And therefore neoliberalism should neccesarily intend liberty in favour of the strong person. Secondly, the important reason why these arguments of neoliberalism may be admitted is that it is based upon the theory more market-oriented and more restored to individualism than liberalism. Third, fairness criteria except market rules in neoliberalism are denied, and yet only market rules as spontaneous orders are confirmed as just rules. Particulary noteworthy is that all the neoliberalism's arguments mentioned above, from a viewpoint of which the liberty of the weak person is ignored, are closely related with the following, that is, that liberties of individual conducts and spontaneous orders are both determined by a dynamic and functional character so that they may be incorporated in one.
