• In this text, the problem and the attainment point of the social welfare theory by Sy ichi K hashi and the social welfare theory by Shigeo Okamura are investigated in the beginning. Next, author's social welfare theory is developed as follows. By the way, unprofitable activities and volunteer works other than the social welfare labor have expanded in the province of social welfare in the capitalism society of the present age. However, the social welfare labor of various that is not is assumed to be mediation. Therefore, it should be analyzed as the social welfare labor to say variously. And, two factors of a quasi-value of usability and quasi-value and a quasi-surplus value exist as contradiction in the social welfare labor when the social welfare labor is analyzed. A quasi-value of usability is a factor to achieve a welfare user healthy, cultural, human living. On the other hand, a semi-surplus value is the one to expand the benefit principle and the market welfare, and the profit for the aggregate capital etc. It is important to develop social welfare as the living right security to ease the contradiction of two factors that exist inside the social welfare labor. It is necessary to accomplish the tax method of the welfare fiscal resources as a base in four right[right of supply claim, right of support process, right of exemption from defrayal, right of relief lawsuit]for that. And, it proposes that cities, towns, and villages have to organize the mechanism of the benefit in kind type that offers social welfare directly after mortgaging the public responsibility of the country and the local government.
