Every municipal hospital must observe the financial part of municipally-operated enterprise law, although it is permitted to select one of two methods whether a representative administrator except founder of hospital are appointed or not. This paper discusses the evidence on whether performance of municipal hospital is associated with the selection of these methods. As a result, there is some evidence on which profitability and productivity of the hospital managed by the administrator is likely to be better than other one. To address these concerns, appointment of administrator should be examined to improve performance of distressed municipal hospitals.
