In modern Japan, the concept of "gaiatsu" (outside or foreign pressure) is seen as negative, especially when applied to events that took place from 1931 to 1945. A common tendency in the discussion of Japan's efforts to atone for its "militaristic era" is to compare Germany and Japan and more highly regard Germany's efforts to overcome its past. Germany's efforts are viewed more positively, in part, because they tend to be seen as being created and implemented with little outside influence. However, outside pressure plays an important role in this process. In this paper, I will describe Germany's initial effort at reconciliation with Israel to illustrate how profoundly "gaiatsu" influenced that process.
