After the end of Cold War, the meaning of human rights changed. Growing out of their old concept that symbolized diplomatic disputes or ideological divisions, human rights have become a practical concept that helps fulfill basic human needs, and accepted by governments formerly under dictatorship or former socialist countries. Significant number of countries institutionalized human rights through adoption of democratic constitution, the establishment of national human rights institutions, and introducing human rights education into formal education systems, and the Philippines is a good example of such countries. However, institutionalization itself is not enough to infiltrate human rights concepts into civil society. Since the authority does not welcome citizen's activism, they do not welcome such programs that rise people's awareness and encourage people to act upon their problems. Thus, authority usually prefers moral-based approach than rights-based approach in their education programs. It is the role of civil society organizations to teach the meaning and the way of application of human rights to solve daily problems of the people. There has been a number of such NGOs in the Philippines since the time under dictatorship in 1970's, and they are still playing an important role as to make human rights as means of solving imminent problems of people.
