This is a summary report of findings obtained from a series of interviews to professionals in government permance evalution in the United States. The research was undertaken in December 1998 in the State Governments of Texas and Florida, the City Office of Charlotte, Federal Government Office of Management and Budget, and the Fund for the City of New York. It aimed to findout the differences of objectives and systems among various types of evaluation programs introduced in these public organizations and to see how they are acturally operated and utilized to improve public services. The perfomace evaluation scheme developed in the Prefectural Government of Shizuoka was found to be highly sophisticated in terms of structure as compared to those advanced systems employed in leading governments, but Shizuoka is far behind in terms of utilizings systems, especially in the fields of strategic planning and budgeting.
