Increasing importers' usage of the Automated Commercial Environment (ACE) will streamline communications between carriers and U.S. government agencies, speed up the commercial importation process, enhance border security, and enable ACE users to make a smoother transition to US Customs and Border Protection (CBP)' s new computer system. ACE is the automated data system being developed by Customs to replace the current Automated Broker Interface (ABI) and provide a stronger, more robust data processing capability not only for Customs entries, but also for a wide array of trade related activities, though the program is still officially in test status. The Government of Japan recognizes the importance of, and supports in principle, the above initiatives launched by the United States to promote transport security as a part of counter-terrorism measures. The Customs and Tariff Bureau of the Ministry of Finance of Japan has joined the Container Security Initiative and has started its pilot program. Since the requirement of advance electronic presentation of cargo information by the proposed regulations aims at promoting transport security, the proposed rule will impose excessive burden upon the interested companies. This paper explained the status quo of the initiatives launched by the United States and also discussed feasible measures under the proposed rule which may promote legitimate trade, as well as negative influences on the development of the world economy as a whole.
