The purpose of this research was (1) to evaluate the HLC for the victims of the 1995 earthquake and (2) to examine the effect of the earthquake experience on the HLC among the victims (Kobe group) as compared to non-victims. Both groups took the MHLC which has three subscales: Internal, External, and Chance/Fate. Based on the results of factor analysis, another set of three subscales were derived. The results showed that the Kobe group revealed a pattern of less Internal LOC. However, the same group showed slightly lower External LOG on one of the two scales. Two Chance Scales failed to show any significant differences between the two groups. It was concluded that the use of the HLC scales, including the practice of adding scores on the Internal and External Scales, needs to be reexamined. Although health psychologists have been focusing on the Internal Scale to predict adopting preventive health behaviors, more attention must be given to the Chance Scale and variables other than HLC which might be significant for modifying health behaviors.
