One year has already elapsed since the Regulations for Smoke Abatement were put into operation in Osaka. The present report gives a brief description of its controlling results from the official inspector's point of view during the last one year. The main method of control adopted by the authorities is, first of all, to do their best to improve the methods of burning of fuel reasonably. The author, Superintendent of the Factory of Osaka Prefecture, made a tour of inspection of all the chimneys in Osaka and detected 380 which emitted black smoke of a density corresponding to No.3 of Ringelmann's smoke chart for more than 6 minutes in succession in one hour. Among chart for more than 6 minutes in succession in one hour. Among them, 196 chimneys are boiler chimneys and the remainder furnace or oven. Then, the authorities issued a warning to the owners of these chimneys and, at the same time, existed efforts to lead them to burn fuel more efficiently. As a result, 150 chimneys of boiler plants which correspond to 76.6%, and 112 chimneys corresponding to 60.1% of furnaces or ovens, were improved. The others have, however, for the following various reasons, not yet been improved.
