The aim of this paper is to clarify changing function of public papers on new city in the wide area community. We analyze the inhabitants feel changing public papers in terms of the usage and gratification of public papers. The research was done for the inhabitants of the former Shizuoka-shi Shimizu-ku from Augast 1 to 20 in 2005. The number of the samples was 1000, and they were randomly-selected. The collection rate was 20.9%. We can see from the research. 1) Most of people tend to unfavorable to new public papers. 2) There are some of the inhibitants can't feel attachment for new city cause unfavorable public papers. 3) Most of people feel information about Shimizu-area decrease from public papers before municipality. 4) The research shows most of the inhibitants in Shimizu wish immediate information about area from public papers. We discuss function of public papers is very important in changing society like municipality.
