As financial difficulties in Japanese local governments become worse and worse, they have recently used program evaluation methods to cut its deficits. Local museums also confront cuts in subsides. We introduce the concept of cultural capital theory to appreciate museum action. Museum's real value depends not only on its potential productivity from tangible asset, but also on intangible cultural capital that will produce both economic value and cultural value. Then, we have to count adjustment cost when its real cultural stock is required to change its level. When current public evaluation system is not transformed to contain future value, local museum will be reduced or ceased to exist with increased speed, because cultural capital, which is in itself effected by its own expected capital formation, will not be matured nor effectively used.
