Scalable video coding is receiving increasing attention because of its ability to adjust to a wide range of network channel capacities. However, few papers address the QoS mapping between an application and user-levels with regard to scalable video coding. We conducted an experiment using the DSIS method to subjectively assess SNR scalable video coding and considered QoS mapping relations between application level and user-level. As a result, we observed that the maximum of the mean grading point fell as the base-layer QP value increased. Furthermore, a variance analysis showed that there were significant differences in the base-layer QP value, the number of decoded bit-planes, and the human factor, which describes the user's interest in high video quality. This indicates that we can obtain better QoS mapping between user and application-levels by using both application-level QoS parameters and the human factor.
