Recently, it has become very difficult for the administrators to make their, business plan because of the remarkable structural change in the Japanese industry. Ln the past, the so-called "Social conditions" have been neglected since they have been regarded as special Japanese characteristics. However, at the present stage of economic change the study of such social systems has become necessary in order to develop industries in a long range period. Accordingly, in Japan, the administrators' attitude in criticizing the social system has been changing from the view point of business management, influenced by the foreign countries, especially the United States. In this study the author has tried to clarify how the Japanese outstanding top administrators criticize the following six problems which influence their business enterprises. Questionaries were sent to the 914 companies, and out of them 262 companies, or 28.4 per cent, replies. All the answers to questions on the following problems came either directly from the top management of these companies or reflect their attitude : 1. Life employment system. 2. Relationship between the government's economic plan and the long run industrial plan. 3. Coordination among the business enterprises regarding to capital investment. 4. Problems of introducing foreign techniques. 5. Problems of organizing the subsidiary companies. 6. Problems of higher education systems.
