Observations were made on the life history of a leaf-rolling sawfly, Pamphilius stramineipes, which severely defoliated Rosa rugosa in Tokachi, Hokkaido from 1990 to 1992. The sawfly had a life cycle of one year, but some individuals took two or more years to complete one generation. Rosa rublifolia is newly recorded as a host plant. The life cycle, oviposition behavior, adult food, transformation from the mature larva to the pupa in the soil, and sex ratio are described and discussed.
