This paper aims to search for basic conditions of realizing independent living by mental health consumers and survivors in a case study of practical activities of the Peer Support Center Chorale Taito. First, through depicting the genesis of Chorale Taito, I confirm that the important tasks of self-help group on which independent living is based are peer support and peer counseling. Second, through examining practical activities of Chorale Taito, in particular, peer support and peer counseling, I find potentialities of them for realizing independent living. Third, through reflecting the process of protesting against the paternalism of local administrators and experts of mental health and welfare, I reconfirm the importance of peer support and peer counseling.
