A 14-m-diameter water tunnel was constructed in unconsolidated ground in an urban area of Kobe. The tunnel had to be driven with an overburden depth of 13m under a railway track in service. Safe excavation was required while keeping the settlement of the railway track below an allowable level. A real-time displacement observation system was built to this end. The observational procedure using the system enabled the excavation while keeping the displacement below the control value. Corrective measures were taken in respective construction phases according to the soil behavior identified. Useful data were also obtained for future designs and observational procedures for similar tunnels.
