Unusual weather and climate change such as El Nino, heavy rainfalls and droughts, are current topics. This report introduces the definition of words and the current state of climate forecast and so on. IPCC has reported that the air temperature would rise from I to 3.5 'C through the long-term climate forecast until 2100. However, the scenario and the accuracy of the models used in the climate forecast have to be carefully examined. In order to gain the accuracy of the climate model, the improvement of the ocean model is required. And in order to improve the ocean model and to elucidate the mechanism of climate change, it is required to extensively accumulate the monitored data of all over oceans. Thus, the ARGOproject has started to build the network system for global observation and watch of the oceans.
