Formal valence considerations strongly suggest that the high-T_c superconductivity in the newly discovered class of materials containing either Bi or Tl involves a metallic d-band based on Cu^<2+> ions-quite unlike the situation in YBa_2Cu_3O<7-δ> where , near δ=0, the carriers are holes in the oxygen band. It is argued that this difference is (a) the principal reason for the greatly enhanced enviromental stability of the new materials, and (b) potentially relevant to an understanding of the non-zero T_c (≃45 K) now reported for YBa_2Cu_3O<7-δ> , near δ=0.5, and of the associated plateau in T_c (⋍60 K) observed for 0.4<δ<0.3; various experimental checks on these ideas are suggested.
