To evaluate the turbulent diffusion effect quantitatively without introducing any model parameter, a projection-operator method is applied to Navier-Stokes equations. Using the method, Navier-Stokes equations are transformed into the form of Langevin equation, the time correlation function in freely decaying turbulence is derived from the equation, and the accuracy is examined in comparison with DNS.
