Luminescence characteristics have been investigated for various Er^<3+>-activated phosphors having emission at wavelength regions of 2.6 to 2.8 μm. Efficient luminescent emissions have been observed for phosphors having fluoride lattices such as YF_3 and doped with high Er^<3+> concentration. Combined with a GaAs:Si near-infrared light emitting diode, a simple and quantitative water vapor detecting device has been obtained. Optimization procedures for luminescence characteristics as well as those for device properties are discussed.
