Sumoto effect, the rise of a liquid sheath around charged wire, has only been qualitatively explained. The space charge, held responsible for the phenomenon, has not been experimentally studied. In this paper, for the first time, a study of this phenomenon is made under transient conditions, rather than with conventional steady-state conditions to experimentally study the space charge effect, if any. The apparatus used is described in detail. The presence and development of space charge can be fairly interpreted from the results, and the transient study can be expected to lead to quantitative explanation. It has been observed that column rise lags behind the onset of step voltage and delay time is commensurate with expected tonic mobility. The magnitude of rise is found to be dependent upon the level of applied voltage and viscosity of liquid. Through these observations the mode of development of space charge and the tonic mobility can be estimated.
