The propagation and refraction of a Gaussian laser beam normally incident upon an inhomogeneous plasma column, in which the electron density distribution is parabolic, are theoretically investigated from the viewpoint of wave-optics. The phase shift and beam radius of the laser beam transmitted through the plasma column are computed at various electron densities. When the cutoff frequency of the plasma is much lower than the frequency of incident laser rays, the phase shift obtained analytically in this paper shows a good agreement with that from the WKB approximation.
