Design criteria for spectrum and instabilities of electron energy are given with the accelerating structure of the phase velocity equal to the light velocity. The broadening of energy spectrum is due to energy difference of electrons during a pulse and phase shift of electrons along the accelerating structure. For usual S-band linacs of 2 meters long operated in 2π/3 mode, tolerances necessary to limit the broadening of energy spectrum within 5% are: klystron beam-voltage irregularities below 1.2%, RF frequency irregularities below 2.1×10^<-5>, temperature deviation and gradient of the accelerating structure below 1.3 degrees and 2.0 degrees, respectively, dimensional errors of the accelerating structure below 0.014 mm, and the beam loading irregularities below 5%. These are disscussed theoretically and some of them are compared with the experimental values.
