The role of bottom topography in the momentum balance in a quasi-geostrophic β-plane channel flow is investigated. It is found that there are two types of steady solution; one of them is similar to the linear solution which gives a small form drag, and the other is strongly nonlinear giving a large form drag. When both the horizontal viscosity and topography are small, the solution jumps from that with small form drag to that with large form drag at a certain value of U, and around this critical U, both the steady solutions can exist. When a spatially uniform steady driving force is applied, solution behavior depends on the magnitude of the driving force; when the driving force is too strong, U is continuously accelerated, when the driving force can balance the form drag, the solution approaches a steady one, and when the driving force is between the two form drags, the solution is oscillatory.
