16. A Study on the Safety of Liquefied Gas Tankers : Risk Assessment of Liquefied Gas Tankers and its Application for Safe Designs and Plannings

The paper describes a study on the risk/safety assessment of liquefied gas tankers and some problems involved. The study consists of five stages as a) a proposal of a simplified assessment method including criteria on acceptable risk levels, b) assumptions and analysis methods of essential faults, i.e. hardware failures and human errors, causing cargo accidents and their probabilities of occurrences, c) approximate formulae for assessing accident effects, d) an example of the risk assessment applied to a 70,000 m^3 fully-refrigerated LPG tanker, and e) techniques for applying the proposal and the results obtained by the study on safe designs/plannings of liquefied gas tankers. The study has shown that the proposed method and the results obtained enables to easily and quantitatively assess the risk/ safety of liquefied gas tankers, and be available for the safe designs/plannings. It was also confirmed that risk levels of liquefied gas tankers in service would be small as compared with other accidents and acceptable to the satisfaction of all the concerned.
