This article attempts to analyze systematically communication abilities in spoken English and to provide practical suggestions for the teaching of English as a foreign language. First of all, common 'myths' regarding oral skills are rebuked, on the ground that they were based on a wrong, limited concept of communication. Certain factors of vital significance were left out in the traditional approach. A new approach, proposed here, shows a shift of emphasis from the manipulation of linguistic elements to a wider perspective of communicative interaction. Three major components, which constitute com-municative proficiency, are presented in a systematic structure. That is, the I ) competence component is defined in relation to the 2) skills and the 3 ) performance components. In order to function effectively in communicative interaction, the knowledge of linguistic elements must be incorporated into integrative skills speaking and listening. Performance factors, such as 'information gap' and 'communication strategies', can be a useful device in the teaching situation.
