• Local governments in Japan have been making efforts to utilize multimedia computer systems and networks to enhance provision of their civil services in recent years. In 1996, however, the Internet suddenly became very popular. A large number of the local governments opened home pages on the Internet. Creating a home page activates local government. The Internet is expected to take an important role in solving the problems of decentralization, political reform and other problems arising in Japan.
