Rapid global economic integration is facilitated in part by information and communication technologies. This is producing a growing number of organizations that span national and regional cultures in order to function. These differences in culture are becoming intra-organizational differences that mean that effective information systems must acknowledge different cultural assumptions. Integration and economic interaction infers a need for appropriate standards for technology and procedures that can achieve not just technical but "cultural interoperability". However current standards are the products of market processes that are historically and culturally, specific. Understanding the dynamics of these processes is necessary for effective interoperability between user organizations and between technical developers. To gain the potential benefits of emerging technologies, the conflict between the needs of developers and user must be dealt with and the technical focus of office automation must be broadened to encompass cultural concerns at both organizational and social levels. This paper seeks to explore this apparent inconsistency and offer a cultural interpretation of the phenomena.
