To Develop database application system must use data dictionary to enforce data administration, it also demands a developing tool possess data dictionary function while supporting system developing. Power Builder is a good developing tool, but it does not provide data dictionary function directly. Based on the discussion about the conception of Data Dictionary and its effect on the system, an effective method is proposed in this paper, which comes from the author's experience in using Power Builder.
