In this paper, an algorithm in order to design Information Systems was proposed. The principle theory of our argorithm is based upon the concepts of Work Design by Gerald NADLER and Data Oriented Analysis or Object Oriented Analysis ideas. In order to construct an ideal information system, the ideas of Work Design and Data Oriented Analysis or Object Oriented Analysis are appropriate, instead of the conventional idea of organization-oriented technique. From this point of view, the Quantitative Theory III and Petri-net Theory are available and effective for constructing ideal information system.
