The network information technologies provide with the virtual space for group action around various themes or issues. Group action in the virtual space, in comparison with that in a real world, may be characterized by uncertainty or instability ; changing of membership and/or shifting issues. These characteristics may fit for the idea of collaboration, that is, the cooperative creation of knowledge, but may conflict with the idea of competition. The effectiveness of network information technology depend upon the choice of fundamental idea or philosophy on organizational administration.
