• This paper describes a specific application of multi-window-typed system designed to facilitate the evaluation alternatives. AHP is a typical method to support the collaborative evaluation. In this method, in order to get a common agreement, it is necessary for participants to be confident of recognizing their problem chart. This problem chart should be not only clear but also as rational as possible. ISM is a typical method for making a problem structure by avoiding bias : cycle-relational recognition and dummy elements. In this paper, a system by using AHP in combination with ISM is reported. To combine two methods, 'weighted skeleton matrix' is proposed. An early experiment suggests that the prototype system is still incomplete, but there is a good match between the system and an infrastructure planning for the civil construction.
