A software distribution service was considered as one of the services of data broadcasting. It was necessary to examine the technique of the transmission without failing even when the transmission range assigned for the service changes. We mentioned restrictions of transmission of DSM-CC data broadcasting that is used for the service and proposed a rate control algorithm for the transmission and simulated the algorithm. As the examination, the method that some modules were arranged plural in the DSM-CC carousel was proposed. Results of the simulation were reported at the end.
