We propose a network performance measuring system adopting the change-of-measure technology [1], [2] which is combined the merits of the active measurement and the passive measurement, and adopting a programmable high-speed IP packet processing equipment [3] as a passive monitoring device. This measuring method enables to estimate the packet transfer delay as a user's QoS by using the delay of a fewer active probe packets and the number of packets in user traffic which is received at the passive monitoring device for smaller neighboring time of those active probe packets. The high-speed IP packet processing equipment enables to reduce the installation number of passive monitoring devices in the case of measuring many users simultaneously and to measure burst traffic accurately. Our system improves the introducing cost and the measurement accuracy. This paper presents the solution of problem to implement this method whose characteristic is the synchronization between two active monitoring devices which are allocated at the sender and receiver side, and a passive monitoring device which is allocated at the receiver side.
