This report takes note of the IP-based next generation mobile networks (IP2), and by means of adding both fixed telecommunication functions and IP-VPN to the mobile network functions of IP2, it shows how to build an IP-based mobile and fixed communication network that can provide both mobile and fixed communication functions.
