The economic growth of Thailand this year is expected to be around 6% instead of the earlier 8% forecast. In spite of the falling total value of export, the electronic and computer parts sector remains strong and has taken the leading position from textile. However the wage rise and the past history of world industrialisation indicates that Thailand cannot just rely on the traditional manufacturing industries but must put more emphasis on the "sun-rise" industries. During the current 8th five year national plan (1997-2000), the Ministry of Industry has already announced its five strategic electronic products e. g. wafer fabrication, VLSI design, telecommunication switching equipments, optical fiber and computer software. This somehow coincides with the decision of Thailand to join the Information Technology Agreement (ITA) of the World Trade Organization (WTO), which requires that the import tariff of the listed IT products must be reduced and eliminated to 0% in the year 2000. On the telecom service sector, the Ministry of Communication and Transport is now preparing the Telecommunication Master Plan which is expected to be submitted for the cabinet approval within this year, Once approved, the telecom service market will be liberalized and the two monopoly state agencies e. g. the Telephone Organization of Thailand (TOT) and the Communication Authority of Thailand (CAT) will be privatized. A regulatory body by the name of the National Communication Committee will be set up to supervise the industry. It is expected that competition will give Thailand a new venue in increasing her infrastructure in the fixed telephone lines and the satellites. With the above mentioned scenario, it is necessary that human resource development and RampD will be properly planned. This paper looks into the present status and the future plan of Thailand on RampD in telecommunications and information technology. It covers the activities of various agencies including national centers, universities and private companies.
