I would like to draw the attention of the editorial board of IEICE Transactions on Fundamentals of Electronics, Communications and Computer Sciences, and its readers to a recent paper, Ray-I Chang and Pei-Yung Hsiao, "VLSI cell placement on arbitrarily-shaped rectilinear regions using neural networks with calibration nodes," Vol. E78-A, No. 12, December 1995, pp. 1777-1784 (here we call this paper the Chang/Hsiao's paper). Chang/Hsiao did not give the correct information about the originality of their paper. I will point out that the original idea, algorithm, and technique of Chang/Hsiao's paper came from the papers [1990a] and [1990b]. [1990a] Kou-Yuan Huang, William R. I. Chang, and H. T.
