For multi-point video distribution over Internet, rate control supporting multicast is required. In this paper, focusing on received video quality, we propose layer multicast rate control using forward error correction. We clarify the problem that video quality is seriously degraded by packet losses due to congestions when the high quality video is transmitted with traditional method. For this problem, we propose a rate control scheme where video signal is combined with the parity generated by a forward error correction. Using the computer simulation, we show that proposed rate control scheme can we show that proposed rate control scheme can avoid quality degradation due to packet losses. We clarify optimum block size of forward error correction for control latency, and evaluate packet loss rate and transmission efficiency. We also clarify the feasibility of software real-time implementation of layer coding and clarify the most appropriate forward error correction scheme as key technologies.
