In this paper, we propose a quantization control method for MPEG-2 video transcoder. At first, we investigate the requantization characteristics in MPEG-2, and show the reduced bits in re-quantization are limited to some particular values. Next, we propose the quantization control scheme based on the re-quantization characteristics mentioned above. In simulation experiments, we apply the proposed control scheme to some conventional rate control schemes. At last, we show the effectiveness of the proposed control scheme.
