In the near future, broadcasting will be digitized based on the ISDB concept in Japan. A great variety of broadcasting services will be offered with efficiency, flexibility and extendibility. Among them there will be new interactive services including TV newspapers. TV newspapers in hyper-media/multimedia form with interactive viewing is one of the most important services in ISDB. This paper discusses how to make it possible to introduce interactive services into one-way broadcasting media. It further discusses how to make it easy and comfortable for viewers to access a desired news program among a number of TV newspaper programs. The effectiveness of a "stepped presentation" in a TV newspaper is clarified.
