Policy and Law Concerning Satellite Services in the Republic of Korea

According to the recent regulatory changes governing satellite services in many international organizations, e.g., WTO, ITU and INTELSAT, the Republic of Korea has taken continuous measures to adjust its political direction and regulatory regime to meet with new international regulatory environment. Amongst many political and regulatory topics relating to space radiocommunication services in a broad sense, the author would like to examine and focus on some key regulatory issues with regard to the provision of satellite services in Korea, following general introduction of the evolution of space policy: 1)the regulatory changes in international fora, which are to be applied in Member countries; 2)the regulatory changes in Korea in response to rapidly changing international environment, covering Radio Law, Telecommunications Business Law, and Broadcasting Law; 3)future challenges and recommendations on some space policy and regulatory issues, which might be applicable to the neighboring APT Member countries as well as to Korea.
