We propose the improvement of the objective quality evaluation method for evaluated value by SSCQE method. The improved method does not only apply the statical quality evaluation of every frame derived by Picture Quality Scale but also consider the temporal degradation and global motion activity of video. All of the parameters of the proposed method are decided by using the Particle Swarm Optimization. By comparing the proposed method with the conventional method, the optimal matching between objective frame quality and subjective SSCQE video quality is presented.
