The objective of this paper is to clarify in what ways the joint consultative systems were utilized in the process of the establishment of the rights in management during Japan's period of high economic growth (1955-1972). As a result, during this period, the joint consultative committee was not one that was based upon the equal partnership in labor-management relationship, but was rather one for obtaining the mutual consent. Workers including labor unions had to be obedient and cooperative to management and even directed toward higher productivity.
