The objective of this paper is to reconsider the intrinsic nature of both the workers' participation in management and the joint consultation systems in the framework of the industrial relations systems because there are some conflicting theories on the above two notions. Workers' participation in management means to establish the cooperation systems to management through both managers' and employees' mutual cooperation in decision makings and the corporate democracy is realized mainly by overcoming the neglect of human nature. Consultation in the joint consultation systems is to aim at deepening the relation between management and employees and seeking the cooperation among them. Therefore, the joint consultation systems should be one of the most important systems in the workers' participation systems. However, it is doubtful whether the joint consultation systems in Japan are carried out based upon the above-mentioned intrinsic nature.
