Student migration has been attracting attention as an important pattern of the international movement of the highly skilled. As far as the student migration from China to Japan is concerned, its growing trends have been accelerated especially in the late 1980s and since the end of 1990s. The authors tried to grasp its background and the development of related policies both in Japan and China. Furthermore, they try to identify economic and political determinants of such migration by using regression analysis. According to the results, the growing GDP per capita in China, the evaluation of Yen against Yuan and the number of returnees to China are positively affecting the inflow of students to Japan. Because the inflow of such students may increase for the medium term, Japan should take measures to accept more students properly and to further promote human resource development in East Asian region.
