Since 1897, Germany injected about 200 million marks into infrastructure, modern transportation, and expansion of Qingdao overseas trading. As a result, Qingdao was established as a commercial city. Afterwards, Japan established one modern company after another there, mainly for cotton spinning, and had plans to expand the city and to develop Qingdao's overseas trading. The introduction of modern technologies and advanced management systems contributed to local companies and private enterprises developing light industries, improving social productivity rapidly. and evolving into fully-developed industries. It is considered that human resources and management initiative played quite a pivotal role in modernizing industries all over China, not just in Qingdao. Although it cannot be denied that there was a negative side to the colonization by Germany and Japan, the modernization and progress of Qingdao might not have been as advanced as it is today, had it not been for the positive influence of Germany and Japan.
