水害への住民意識と避難行動の統計的分析 : 濃尾臨海低平地でのアンケート調査による研究

Low-lying coastland of the Nobi Plain is one of the foremost low-lying areas in Japan. Inhabitants in this region, where the ground is almost lower than sea level and the geographical condition is nearly flat, have frequently suffered submersion disasters. Civil engineers should make efforts to arrange soft-wares such as a system of warning and refuge. In this study, the consciousness and/or behavior of inhabitants and the warning and/or refuge system in case of a submerged damage are investigated by means of questionaire during three years from 1982 to 1984. These investigations are performed in consideration of residential environment in rural to urban areas. It is shown that some factors such difference in generation, experience of damage, and residential environment have remarkable influence on their senses and actions as for warning and refuge.
