This Paper discusses the problem of the minimum distortion of a signal in quantizers taking account of the entropy of the quantized signal and presents a new criterion for the design of the optimal quantizer. The measure of the distortion is defined by the expected value of some function of the error between the input and the output of the quantizer. Assuming that the amplitude of the input signal is normally distributed, three kinds of quantizers, an optimal quantizer, an optimal equilevel quantizer and an entropy maximizing optimal quantizer are designed numerically. The results indicate that the optimal quantizer designed by the new criterion in which the expected value of the relative error is employed instead of the mean squared error as the measure of the distortion has the compatibility for both minimum distortion and maximum entropy of the quantized data.
