A Monte Carlo simulation method is proposed which can evaluate the post-earthquake restoration process for a road transportation system. The simulation model has three phases : 1) the assessment of the damaged state of the network; 2) the performance evaluation of the system including traffic flow analysis; and 3) the recovery process. The restoration problem is divided in two parts; emergency repairs evaluated by considering only the connectivity between nodes and repair work affected by traffic control. Structural and functional restorations are repesented by various useful measures. The method has been used to the road transportation system in the Izu Peninsula during a post-earthquake period. The structual and functional restoration processes, restoration order, and traffic volume, as affected by repair progress, are examined within the context of such constraints as available manpower and materials. An optimum strategy for system restoration is discussed quantitatively.
